Toudo Heigen is a Noble Art, which allows the user to freeze the surface around the user to a certain radius. The purpose of this technique is to deter their opponent's movements as it would be difficult for them to move normally due to the ice, which Shizuku had intended in the Selection Battle Arc against Touka Toudou.
As this is her own created field, Shizuku is able to move around undeterred and can freeze her opponents' feet from a distance.
During the current arc, it was revealed by the Union Soldiers that Ryouma Kurogane used a similar Noble Art, which was actually Shizuki freezing the ocean around their battleships.
Weakness[]
Although Shizuku isn't affected by the slipperiness of her ice, she can be affected normally under the influence of another Blazer's power such as Wallenstein's Friction Manipulation.
